While this year's Franchise Mode got some definite upgrades, many of them aren't working as well as EA had intended.
Free Agency has been riddled with issues, and the new Player Tag and Player Motivation systems aren't mitigating like they had hoped.

Madden 23 Relocation Guide: How to Relocate in Franchise Mode
If you're looking to relocate rather than roll with an existing team in Franchise Mode, the first step comes at save creation in Madden 23.
You need to be playing your save as an Owner, not a Coach or Player, in order to gain access to relocation options.
Unless you want to be gated by your stadium rating, make sure to use the setting "EVERYONE (CAN RELOCATE)" under League Settings when starting your save.
If this isn't on, you'll only have the option to relocate if your chosen team's stadium rating is below 40, which for some teams with very new stadiums (like the Raiders) could take years of simulation to deteriorate below that threshold.

Once you've started the process, which ideally needs to be initiated in the preseason or Week One, you'll need to wait a few weeks for the wheels to go into motion.
Week 5 will trigger the option to Start Relocation and choose a city, Week 6 will let you choose a team name and logo, Week 7 will let you choose a uniform design, and Week 8 will culminate the process by choosing a new stadium design.
That final step of a stadium choice is an important one, as you can save money in the short-term with more basic stadiums, but the more expensive options can provide more long-term income.
After your decisions are made, you'll have to either finish the season or sim forward to the next season for the relocation process to take hold and let you play with your newly rebranded club.
Which relocation team is best?
Ultimately, your choices on where to relocate and other decisions after a location are going to be almost entirely up to preference.
Fan Interest, Market Size, and Personality (of the fanbase) are the primary variables, but even those with low values are still decent options.
Very high fan interest and market size can help financially, but most of your success in that area will still hinge on whether your actual team can win games.
Personality indicates how quickly a fanbase can turn on you during tougher times, but the actual Franchise Mode impact is pretty minimal.
All Relocation Cities, Team Names & Logos
Before we get to the team options you'll have during Madden 23 relocation, it's key to note that they've still got the option this year to keep team branding in a new city.
You can retain the original team's name, uniforms, and logo when relocating to any city, and a few cities listed below actually require you to keep your existing branding.
As for changes, we've combed through things and all teams, logos, cities, and uniforms are identical to what we saw in Madden 22 (and long before).
The only changes this year are slight increases to Market Size for Oklahoma City, San Diego, Toronto, Sacramento, and Portland, though they failed to change descriptions with the old market size on some of those.
